CPCA Special General Meeting – Fence Proposal & Vote

Called to Order 10:40am
Confirmed Quorum of 25 met.
- Garry went through the Agenda.
- Paul spoke about Dog Policy, posted on bulletin board and website. There was a comment from member in regards to foreshore and thought dogs are allowed in water. The Board will look into comment and address at the AGM.
- Mike spoke about comment policy for Board of Directors:
o Members can access form on website
o 5 Questions to answer/comment
o Board will review comments at Board Meetings
o Will be implemented in 2 weeks
- Ron Routledge – Columere Waterworks
o Rate increase
o Need to build up trust fund and increase treatment system
o Will be $45/month and increase over next few years to $60/month
o Asked to respect watering restrictions as we have limited supply
o Question: Is other development being forced to tie in to our system a problem?
o Response: Ron said that they are not forced and that the up front cost that they (Bella Vista) paid, supports the water system for upgrades.
- Garry suggested we work through the pros and cons of fence and then we would go to a vote.
o CPCA shares lease with the Rae’s for beach access
o Issues have been broken bottles on beach area, kids climbing on structures and late night partying on beach
o Night Security was implemented to chase out trespassers after beach is closed. They have had to contact Board members at 2 or 3am for assistance.
o Week Day guard was turning away non-members, 5-8/day
o Risk of kids playing chicken with train.
- Kevin went over the proposed fence and cost
o 8 ft fence, black, with key code entry
o Cost $18,000 to $20,000
- Open for Discussion:
o Comment from member: RDK allows 6.6 ft fence and CP Rail allows 8 ft. CP rail confirmed post meeting that the fence can go up to 15 feet. Board to confirm whose property the fence will be located on.
o Board feels that fence is a sustainable solution
o Infra red cameras were suggested and asked if the board considered security cameras. Garry stated that the board had considered cameras but we decided against due to quality of images may not be great to find culprits, someone has to monitor them and doesn’t eliminate day time security.
o Comment that kids could still climb over 6 or 8 ft fence. Board realizes that all access cannot be completely stopped, but a fence restricts it and people with beach supplies will not be climbing over. An extender on top may help as well.
o Comment from member about if there are really that many non-community members being turned away. Norma Grace (former board member) said that security turned away 30-18 on weekends and 10/day on average. Norma Grace submitted actual information after meeting: Daytime security was hired for 5 years. Year one was for 10 days (focus on long weekends) and 30 vehicles were turned away the first weekend. Over the first two years with Robbie Robertson as the Security Guard, an average of 10 – 18 vehicles were turned away each day he was on duty. Years 3 and 4 had increased days, with Kevin Cadger doing 20 days (mostly weekends but changed out some hotter mid week days). These years saw a decrease but he was still averaging 7 –12 vehicles every day he was there. We also saw unpaid dues paid. Last year Tom Davis did the security. The board asked for random days with one weekend day and 2 split days mid week shifts. Toward the end of summer Night Hawk was hired to do some additional days. Over the 2014 summer, we averaged 10 vehicles/day being turned away. All those turned away were from outside our community. Many people came with carloads of beach toys and have been accustom to using our Private Beach as if it is public.
o A suggestion was made to install a gate to the parking lot. Garry said that was considered but it’s RDEK jurisdiction and there is no turnaround for large vehicles, which would be required.
o Mark Thomas proposed that a steering committee be formed to come up with a recommendation to issues of security.
o Vote was deferred to the AGM in August and a steering committee was formed.
- Carleen made a statement in regards to misinformation about CPCA member fees being added to taxes. At this point, there is no commitment and the board has not requested that member fees be added to property taxes. A request was submitted to RDEK to be added to their work plan in 2016 for a review of how that process would look. More info will be shared with membership at AGM.
- Volunteer sign up sheets for community events were made available for community members to volunteer.
- Community dues were collected and paid members received a hanger for their car mirror and sticker to show that they are paid community members.
